Vusimuzi “Cat” Matlala, the man believed to be the notorious killer known as John Wick, allegedly received a multimillion-rand police tender with help from top cops who knew who he really was.
Whistleblower Brown Mogotsi dropped explosive claims during testimony before the the Madlanga Commission of Inquiry on Tuesday investigating corruption in the South African Police Service.
He said a Crime Intelligence report revealed in 2018 identified Matlala as the man behind the John Wick killings in Mamelodi, Pretoria. Despite this, Mogotsi said, then Police Minister Bheki Cele met with Matlala several times and later helped him secure a R360-million police contract.
Cele told Parliament this year that he only met Matlala in 2024. But Mogotsi said that was false, as Cele had already seen the intelligence report naming Matlala six years earlier.
Mogotsi accused both Cele and current National Police Commissioner General Fannie Masemola of pocketing bribes from Matlala.
He said Matlala paid R5-million to Masemola and R2-million to Cele. He also claimed that Masemola had demanded a total of R25-million, while Cele wanted R10-million.
According to Mogotsi, the bribes were kickbacks for the police contract.
He also accused the two top cops of plotting a political comeback plan to remove suspended Deputy National Commissioner Shadrack Sibiya and bring Cele back to power.
Mogotsi insisted that police and government leaders were not only aware of Matlala’s identity, but actively protected and enriched him.
