ActionSA files motion of no confidence against Joburg Speaker

ActionSA has submitted a motion of no confidence against the City of Johannesburg Speaker Colleen Makhubele.

In their letter an ActionSA councillor cites that Makhubele presided over two council meetings that the South Gauteng High Court later ruled were held illegally.

The first meeting was on 30 September to table a motion of no confidence against the Executive Mayor, Dr Mpho Phalatse. 

The second, held the same day, saw the “illegal” election of Councillor Dada Morero as Executive Mayor.

Scrolla.Africa understands that ActionSA’s motion has been sent to the council programming committee to discuss the dates when it will be tabled and give councillors a chance to vote. The publication has reliably learnt from councillors that the motion against the speaker will be tabled in the coming days.

A letter that was sent to the council, and which is in possession of Scrolla.Africa, says that the Speaker of Council presided over an illegal Council meeting on 30 September that adopted a motion of no confidence in Executive Mayor, Dr Mpho Phalatse.

“On the same day, the Speaker of Council again presided over a meeting that illegally elected Cllr Dada Morero as the Executive Mayor of the City of Johannesburg,” says the letter.

This, the letter states, is grounds for the motion of no confidence against Makhubele.

“She failed to act in the best interest of the municipality and acted in such a way that the credibility and the integrity of the municipality were compromised.” 

“The South Gauteng High Court in Joburg ruled that the council sitting when executive mayor Mpho Phalatse was ousted on 30 September 2022 was unlawful.

Makhebele, who is a councillor for the Congress of the People, served the council for seven months as chair of chairs with one of her duties being deputy speaker before she was elected speaker on 28 September.

Within 48 hours, the newly-appointed speaker convened a council sitting where executive mayor Mpho was ousted and replaced by the ANC’s Dada Morero.
