The City of Ekurhuleni has made a big change in its metro police department.
It has brought back the Ekurhuleni Metropolitan Police Department (EMPD) media and public relations unit — and reinstated Lieutenant Colonel Kelebogile Thepa as its head.
The city made the move after reviewing how the police department communicates with the public. It said the old setup didn’t match the city’s rules or structure.
City Manager Kagiso Lerutla said the decision is about trust. He said the EMPD needs clear oversight and professional communication with residents.
From now on, the media unit will handle all media requests, interviews and statements. It will also run public safety campaigns and share updates during major police operations.
The unit will work closely with the Communications, Marketing and Tourism department to make sure messages are consistent and protect the city’s image.
Lerutla said the new setup will also help during emergencies by providing residents with clear and accurate information.
Some communication issues were raised at the Madlanga Commission, which is still looking into problems inside the EMPD. But the city said Thepa’s return has nothing to do with that.
It also stressed that the move is not linked to any labour disputes involving the department.
Head of Communications Phakamile Mbengashe said the goal is to promote openness and build trust with residents.
The media unit will start operating once the Department of Community Safety signs off on an action plan.
Thepa was suspended in 2023 after a high-profile issue involving EMPD vehicles and a blue lights inquiry linked to businessman Vusimuzi Matlala.
She told the Madlanga Commission she faced backlash after passing a media query to her senior. She claimed she was later threatened and warned to stay quiet.
The city has not explained why she was suspended — and insists her return is simply a governance decision.
