ANC takes power behind ‘token mayor’ of Johannesburg

ANC Gauteng Regional chairperson Dada Morero has found a legal way to run the R77 billion City of Joburg without much accountability.

Morero ran the city for all of three weeks – 30 September to 25 October 2022 – before being removed by a High Court that found that his ascendance to power was illegal.

He is back on the pound seat; this time after being appointed member of the mayoral committee responsible for finance by Mayor Abubakr Thaphelo Amad of Al Jama-ah.

Amad and Morero have already confirmed their determination to approve a R2 billion loan for the city and to work towards “fixing” its finances, which are a “mess”.

Amad, whose party received 1% of the votes in Gauteng, has been described as a “token mayor” who will not be in office long enough to account for the R2 billion loan.

The ANC has five seats in the 10-seat mayoral council, the EFF got two seats, two seats went to the Patriotic Alliance (PA) while the last seat is still vacant.

Sushi king Kenny Kunene, the former socialite who is now the PA’s deputy president, was appointed MMC for Transport.

Former MMC for Group Corporate and Shared Service Loyiso Masuku returns to this portfolio after she was cleared of wrongdoing in a PPE scandal at the height of the Covid-19 pandemic.

The scandal saw Masuku’s husband, Bandile Masuku, stepping down as Gauteng Health MEC and family friend Khusela Diko taking leave from her job as spokesperson for President Cyril Ramaphosa.

Diko’s husband, the late AmaBhaca King Madzikane II, won a R125 million PPE tender from MEC Masuku’s department.

Former Group Operations Executive at Putco Bus, Jack Sekwaila, takes the position of MMC for environment and infrastructure services. During the three weeks of Morero’s reign, Sekwaila was made MMC for public safety.

Councillor Nomoya Mnisi returns once again as MMC for economic development, a position she held under Morero.

Amad, who was MMC for development planning in the Morero executive, has appointed ANC councillor Eunice Mgcina to the position.

Other MMCs include Sepetlele Raseruthe in public safety (EFF), and Ennie Makhafola in health and social Development (EFF).

Another member of the PA, Anthea Natasha, is the MMC for human settlements.
