It is a big day for South Africa’s courts and commissions, with several high-profile accused due to appear, from a suspended top cop applying for bail to a taxi boss facing more questions at the Madlanga Commission.
Shadrack Sibiya applies for bail
Suspended Deputy National Police Commissioner Shadrack Sibiya is due in the Randburg Magistrate’s Court on Tuesday for a formal bail application. Sibiya was arrested at a strip club in Sandton last week. He faces five charges: three counts of sexual grooming of a child, one count of trafficking in persons and one count of rape. The allegations involve a 16 year old girl and her 18 year old friend.
Taxi boss back at Madlanga Commission
Mpumalanga taxi boss Joe “Ferrari” Sibanyoni returns to the Madlanga Commission on Tuesday for more questions about allegations against him. During his previous appearance, Sibanyoni accused the commission of treating him unfairly, claiming evidence was being revealed piece by piece and increasing his legal costs.
Sibanyoni has denied links to an alleged extortion racket and has faced questions about alleged connections to the so-called Big Five cartel. He separately faces extortion and money laundering charges, and has said he will not answer questions about those charges because his answers could harm his separate court case.
Tembisa Hospital fraud case
Businessman Stefan Govindraju is back in court on Tuesday facing 70 charges linked to an alleged procurement fraud scheme at Tembisa Hospital. Govindraju is accused of being the kingpin of a syndicate that used 75 companies to secure about R600 million in hospital contracts, with investigators claiming about R100 million was paid to officials as kickbacks. The Special Investigating Unit has secured R42.4 million in cash and assets believed linked to the alleged bribes, including properties, pension benefits and investments.
Ekurhuleni officials back in court
Dismissed Ekurhuleni Deputy Police Chief Julius Mkhwanazi and City Manager Kagiso Lerutla are expected back in the Boksburg Magistrate’s Court on Tuesday. Lerutla is accused of paying about R400,000 to Mkhwanazi and a person said to have impersonated him in court after Lerutla was arrested for speeding in 2019, allowing him to attend a job interview instead. The case has been postponed several times while the defence sought more information from the state. Mkhwanazi has since been dismissed by the City of Ekurhuleni and faces other criminal cases.
Vusimuzi Matlala tender case returns
Vusimuzi “Cat” Matlala and his 13 co-accused are expected back in the Pretoria Regional Court on Tuesday over alleged tender fraud involving the Medicare24 Tshwane District contract and a R228 million South African Police Service wellness tender. The state claims police officials and Medicare24 directors worked together to manipulate the tender process to benefit Matlala. A previous plea agreement collapsed after a disagreement over the proposed prison term.
Investigating Directorate Against Corruption spokesperson Henry Mamothame said the case is expected to eventually move to the High Court.
“The IDAC will henceforth prepare an indictment for when the matter is transferred to the High Court for trial, with the dates yet to be confirmed by all parties involved,” he said.
