- The City explained that Joburg Water’s funds are managed through a central system called Group Treasury, not missing or hidden.
- Figures show Joburg Water started July with R4-billion and ended with R3.7-billion after normal operations and transfers.
The City of Johannesburg has denied rumours that R4-billion went missing from Joburg Water’s account.
Mayor Dada Morero said the money has not disappeared and that the city’s finances are safe.
He explained that the City uses a central financial system called Group Treasury, which has been in place for over 20 years.
This system collects money from all departments into one account each day, then returns it the next day so the departments can use it. The City said this process, known as “bank sweeping,” helps manage cash flow and reduce costs.
Morero said this does not mean funds are hidden. He said all transactions are traceable and secure.
To prove it, the City released Joburg Water’s account figures for July 2025. The account started with R4-billion and ended with R3.7-billion after normal daily transfers and spending.
The City said this shows the money is still there, despite false claims on social media. It urged residents to rely on official channels for information and not spread rumours that create panic.
